New Title with accompanied concept skills
Ok why is there no title for the number of skills you've unlocked? Here's my idea:
Mastery Title Track
Unlocking 20% of the games skills will give you the New to the World Title
Unlocking 50% of the games skills will give you the Experienced Title
Unlocking 75% of the games skills will give you the Lesser Master Title
Unlocking 95% of the games skills will give you the Master Title
Skill set to go with the Master Title
Warrior:
Master's signet- 1cast 24 recharge
(signet) your warrior skills cost 5 less energy for 20 seconds.
Elementalist:
Master's Focus- 5 energy 1 cast 60 recharge
(enchantment) for 60 seconds your elementalist skills become 33% more effective.
Ranger:
Master Archer Signet- 5 cast 24 recharge
(signet) for 20 seconds, your ranger skills cost 5 less energy.
Necromancer:
Master Minion- 15 energy 2 cast 24 recharge
(spell) summons a level 20 random horror to the field.
Mesmer:
Chaotic Mastery- 5 energy 1 cast 64 recharge
(enchantment) your mesmer spells cast as if they had +4 ranks to their attribute for 20 seconds.
Paragon:
"Let no Enemy Live"- 8 adrenaline
(shout) If there is an enemy corpse within earshot, all allies within earshot gain +200 maximum health and deal +5 damage for 20 seconds.
Dervish:
Life of Piety- 5 energy 1 cast 24 recharge
(enchantment) for 20 seconds, you gain double health and energy from mysticism and all enchantments cast while this enchantment is in effect last 5seconds longer.
Ritualist:
Spiritsong- 5 energy 3 cast 72 recharge
(binding ritual) summon a level 20 spirit of pain to the field for 300 seconds. This spirit cannot lose more then 10% maximum health from any one attack and also takes 50% damage from all sources.
Assasin:
Nightstalker- 10 energy 1 cast 24 recharge
(stance) for 5...20 seconds, you gain +40 armor and recieve 10% less damage from attacks.

Because this would be incredibly unfair to people with lots of characters... I have all 10 professions... over 400 skills, maybe 200-300k per char if i used Tomes and lots of Tyrian quests.

Well, it says *unlocked* which means you need to unlock them, not have them learned.
The skills would have to be redone though. Some are totally broken, especially the ranger one.
The necro one is horribly lame as well, it's like flesh golem's retarded little brother O_o

Skills are 'unlocked' for the account, but PvE skills are based for single characters, and thus you'd want to make this a character title, not an account title. I currently have all skills unlocked on my account, so I could create a new character and have use of these new skills immediately?
All of the skills you listed are bad. They are either near duplicates of current skills, or are unbalanced, or both.
Warrior = spam Power Attack, Distracting Blow, Wild Blow, etc. and ignore taking adrenaline skills. 2 Maintained enchantments (Mending and Live Vicariously - lawl) and no worries about energy.
Elementalist = 33% more effective? 100 dmg spell becomes 133 dmg? 10 second armor enchantment lasts 13 seconds? 10 second Blind/Weakness lasts 13 seconds?
Ranger = 5 second signet? Expertise makes skills cost 2-3 energy for a large number of highly used skills, so now they are free, or gain energy?
Necromancer = Random horror? Vamp, Shambling, or Bone.... so when you geta lvl 20 Bone Horror you can cry because it wasn't Vamp or Shambling? Why does it have to be a minion, as not all Necros are MMs.
Mesmer = +4 attribute points.... well, this might make Mesmers wanted in PvE teams, but its way unbalanced. Backfire at 20 Domination, 20% chance for 21 Domination? I can see a +2, as that is already in use (Awaken the Blood, Glyph of Elemental Power), but +4 is too much.
Paragon = +200 health and +5 damage..... The +5 damage is decent, but the +200 health is too much, especially since it can be maintained indefinitely. 8 adrenaline can easily be gained in 20 seconds.
Dervish = Decent and not unbalanced too much. 20% Enchanting Scythe makes this down for the 1 second cast time.
Ritualist = GODLY attack spirit. Can't be killed (10% dmg, and 50% dmg?) and a level 20 spirit is going to be dealing huge dmg. With high Spawning Power, this spirit is basically unkillable, and too powerful.
Assassin = Critical Agility on steroids. Boosted the armor, and changed attack speed increase to dmg reduction. How does the variation in duration work? No other skill you listed had a variation - is it based on an Assassin attribute or the title rank?
I don't see this happening, and if it did, your skills would need MAJOR work to be used.

Luxon/Kurzick allegiance titles are also account wide but they still give single character PvE skills.
Im sure to earn the new skills u would have to talk to a npc in a "high up" area so new chars cant access them like say Divine Path or such like.

Skills need severe balancing, and would probably end up being elite. One skill has +4 to attributes, and the next skill is worse than an already existing one(Flesh golem could beat out the one you made, I'm afraid).It might help to look at some of the pve only skills that have come out and reference how their advantages are offset by their costs. Might be good to make sure you vary the attribute lines you put the elites in(not every necro mm's, etc)
Finally: no love for the Monky?
But that's just my two cents

I dont think this would work. What about poeple that have only 1 chapter? Or maybe 2? Do they get the skills after unlocking fewer skills? If they do this it has to be chapter specific i think.
